- Overview of the Piloting results so far.

- The questionnaire is very long (45), while the others are about 20.

Points for discussion
- a short review about the proposed CBL scenarios
- establish the steps for integrating the proposed scenarios into the course modules
- additionally we can also do an initial preview about possibilities of using the scenarios for informal education
- Integration of the module and CBL into the relevant study program of your university.
- Integration of partner modules into the programs of partner universities.
- Since we are not creating joint study programs, integration should occur in some other way, e.g., informally. -

The objectives of the meeting were to discuss Challenge-based learning scenarios for studies in the lab and integration into study programme:

The general objective of the CYBERCHALLENGE is to increase the availability of digital content, technologies, and practices by developing a Cybersecurity curriculum, including a Federated Cybersecurity Lab based on a tool sandbox and using a CBL methodology to:

to increase the use of intelligent technologies in the information and computer security sector
-
to improve learners’ experience in the cybersecurity area
-
to increase awareness of benefits and implementation practices.

One of the main focuses of the project is to stimulate innovative learning and teaching practices to enhance student motivation, critical thinking and problem-solving skills. In this sense, the project also involves adding some CBL scenarios to the developed curricula.

Challenge-Based Learning provides an efficient and effective framework for learning while solving real-world Challenges. It can be used by every stakeholder in the school to develop strategic planning, connect current practices, strengthen ownership and personalization, and create life-long learners. Instead of competing with other approaches, it seeks to make connections and help all the stakeholders to co-create the learning experience

The objectives of the meeting were to discuss quality management and results dissemination. The progress and problems of the Quality assurance of WP2 and WP3 and the preparation for the TPM in Estonia were also discussed:

It was presented the project's Quality assurance assessment for the first year. After discussions, the assessment was generally approved. The partners agreed on further actions to ensure the quality of the project.

It was presented the dissemination events of the project results. The partners discussed how to continue dissemination activities.

WP2 course evaluation questionnaires were discussed. It was presented Questionnaires proposed by KTU and TU. After discussion, partners agreed to use the questionnaires prepared by TU and integrate them into the Moodle courses prepared by the partners.

It was presented the Federated cyber security laboratory piloting and quality assurance evaluation plan. The partners approved to use the questionnaires prepared by TU and agreed to integrate them into the Moodle courses prepared by the partners.

First year project implementation monitoring, financial reports were discussed. Partners presented financial reports and discussed the overall implementation of the project's financial plan.

The agenda and preparations for the TPM in Estonia were presented and discussed. It was agreed to organize the TPM in Tartu on the 14th of November 2025.

The objectives of the meeting were:

Discussion of Methodology for modules design
Cooperation between universities is a great opportunity to improve the quality of education, create innovative study programs, and enrich the student experience. To achieve the best results, it is important to choose the right methodologies and strategies. We will use hMOOCs, Federated Education and Challenge-based learning methodologies to implement the Cybersecurity digital curriculum.

Identification of Cybersecurity curricular
The general objectives of a cybersecurity study program are to equip students with the knowledge, skills, and ethical understanding necessary to protect information systems, networks, and data from cyber threats. Knowledge and understanding: Fundamental Cybersecurity Concepts, Threat Landscape, Security Technologies and Tools, Security Standards, and Best Practices. Skills and abilities: Risk Assessment and Management, Vulnerability Assessment and Penetration Testing, Incident Response and Management, Security Auditing and Compliance, Network Security, Data Protection and Privacy, Critical Thinking and Problem-Solving, Communication, and Teamwork.

Development of modules and digitalization
The Cybersecurity Study Programs courses are based on the MOOCs methodology and use CBL and sandbox approaches. Materials for each module will be available online https://www.cyberchallenge-erasmus.eu/. The learning material format of all courses is designed according to the MOOC methodology: video lectures, readings and resources, quizzes and assessments, discussion forums, exercises in sandbox, challenge-based projects.

Federated Cybersecurity tools sandbox implementation and scenarios for students' practices
Developing a Federated Cybersecurity Lab based on the tools sandbox offers a few advantages and benefits. Intelligent technologies enable the creation of cybersecurity training material and simulations within the Federated Cybersecurity Lab. These simulations can be based on real-world cyber threats, attacks, and vulnerabilities. They also provide learners with hands-on experience identifying and mitigating security risks in a safe and controlled environment. Labs can facilitate experiential learning, allowing users to interact with cutting-edge security tools, technologies, and methods. Through practical exercises, labs, and scenarios, participants gain practical skills, problem-solving abilities, and critical thinking skills essential for effective cybersecurity practice.

The objectives of the meeting were to discuss quality management and results dissemination plans for the project implementation. The progress and problems of the implementation of WP2 and WP3 and the preparation for the TPM in Portugal were also discussed:

It was presented the project's Quality Assurance Plan, proposed logo and project website. After discussions, the plan was generally approved. The quality assurance plan has been published in the project document repository.

It was presented the project results Dissemination plan, sustainability and exploitation principles. After discussions, documents were generally approved. Documents were published in the project document repository.

WP2 and WP3 implementation progress, problems were discussed. Reports R2.1. “Design of a methodology for modules design and template for challenges identification”, R2.2. “Identification of Cybersecurity curricular” and R3.1. “Federated Cybersecurity tools sandbox implementation and scenarios for student’s practices” were presented. Reports have been published in the project website.

The agenda and preparations for the TPM in Portugal were presented and discussed. It was agreed to organize the TPM in Aveiro on 28-04-2025

The goal of the meeting is to review the R3.1 report, plan R3.2, review the time plan and discuss all other related business.

Presentation of the R3.1 by Raimundas Matulevičius. No feedback was given; the participants accepted the report.

Discussion of the contents of the R3.2 “Lab design and implementation”. It also included a discussion on the design of the CYBERCHALLENGE Federated Lab Capital and Federated Cybersecurity Education Environments (led by Raimundas Matulevicičius).

Planning of the CYBERCHALLENGE meeting on the 14th November (after the NordSec 2025 conference) in Tartu, Estonia.
On January 9, 2025, Kaunas University of Technology hosted a "Good Practice Sharing Event on International Projects Coordinated by KTU", where prof. Algimantas Venčkauskas shared his experience in implementing the project "Challenges Solving in Cybersecurity Study Program" (CYBERCHALLENGE), the challenges that have arisen, and the main results that have been achieved.

The second meeting of the project partners took place online.
The goal of the meeting is to discussion of the implementation of WP2 and WP3 activities and emerging challenges, review the time plan and discuss all other related business.

It was presented the proposed contents of the reports R2.1, R2.2, R2.3, curriculum and course description templates. Partners provided their comments and agreed on the content and templates of the reports. There is also a discussion about the requirements for MOOC course content and which virtual learning platforms to use for digitizing courses. It was agreed on minimum requirements for MOOC courses. All universities use Moodle to digitize their courses, so it was agreed to digitize the project's lessons using the Moodle platform.

It was presented the main ideas and problems of creating a Federated Cybersecurity Laboratory. The main idea is that in the Federal Laboratory, partners provide access to their universities' virtual laboratories. The main problems are how to implement the Federal Laboratory's single point of access platform (Laboratory Capital) and how to ensure cybersecurity of the use of university laboratories.
The partners presented users access management tools used by their universities. Universities strictly adhere to their cybersecurity policies and restrict access to external users.
Therefore, it was agreed to implement flexible access control schemes. The federal laboratory capital is implemented through the project website. User access is managed at two levels:
1) Access to the System is granted using a Google account or a user email account, which is approved by the Capital Administrator.
2) Access to university resources, the Moodle platform, and Virtual Labs is managed according to the security policies established by each university, through university access control measures.

The first meeting of the project partners took place online.
